Developed by the project’s Editorial Board, each of the teams analyzed this framework and adapted it to their local contexts in developing their research objectives and work plans during the Recovery Phase. The text poses several key starting points drawn up by the work group involved in the II Encuentro de Intelectuales por la soberanía de los pueblos de nuestra América [Second Encounter of Intellectuals for the Sovereignty of the Peoples of Our America] (Havana, Cuba, 1985). First, it tracks the current situation at the time regarding the financial extortion processes, the cultural alienation, and the military aggression from which Latin American countries tend to suffer. It goes on to point out the need to foster scientific expansion, as well as productive debates that include both discrepancies and contradictions, and the need to create a space pertaining to the region and a confluence of its disciplines, such as what was taking place at the Encounter meetings. Due to this situation, the document states that the Permanent Committee of the Encounter was authorized to create instruments to promote and define art workshops on a regional scale that explore the continent’s cultural identity, to strengthen and support the work of the National Committees that were created after the First Encounter, in addition to propose the formation of a coordinating entity that would help bring together science and art events and activities both within and outside of the academic milieu.
