In accordance with the report, the most important work achieved by the Dirección de Dibujo y Trabajos Manuales [Department of Drawing and Crafts] of the Secretaría de Educación Pública [SEP, Ministry of Public Education], within the stated period, was the process of preparation and publication of the Método de Dibujo Best Maugard [The Best Maugard Method of Drawing]. The report explains the manner in which this teaching method functions at the elementary schools, and the manner in which it is implemented in practice for the creation of manual work, such as, for example, traditional Mexican toys. On the other hand, a review is made of the achievements attained through the implementation of this method that, according to figures from Best Maugard himself, was taught to 71,157 students in 1923.
In the mid-course of 1923, the Ministry of Public Education edited the Método de Dibujo Best Maugard, a system of teaching art that pretended to reinvigorate the meaning of this subject matter in elementary schools as well as in the schools of arts and trades of the Mexican capital. The method was put into practice at the beginning of 1918 in some schools for girls, but it was officially introduced when the artist himself, Adolfo Best Maugard (1991-1946), took over the leading position at the Dirección de Dibujo y Trabajos Manuales of the SEP. This position was especially created by the Minister José Vasconcelos so that his protégé could demonstrate the efficiency of his proposal. The method was used until 1925; it had, however, undergone important modifications when Manuel Rodríguez Lozano replaced Best Maugard in the position at the head of said institution.
